American Society for Testing and Materials (ASTM) has published the new version standard ASTM F963-17 for Standard
Consumer Safety Specification for Toy Safety On August 24, 2017. Under the Consumer Product Safety Improvement
Act (CPSIA) it becomes mandatory within 180 days of publication, unless rejected by the US CPSC within 90 days.
The only substantive revision was for the stored energy projectile toys as highlighted below:
4.21.2.3 Projectiles that have a kinetic energy greater than 0.08 J when tested in accordance with 8.14.5 *shall not have
a kinetic energy per unit area of contact, also known as Kinetic Energy Density (KED) greater than 2500 J/m2 when tested
in accordance with 8.14.6.

The revision was required due to omission of the qualifying text during 2016 revision due to error in last balloting. The
CPSC staff was made aware of this and they had taken above information in to their enforcement discretion. So as far
as the requirements are concerned the publication of 2017 standard should not have any impact.
